EUROFIGHTER TYPHOON SET TO IMPRESS CROWDS AT THE ROYAL MALAYSIAN AIR FORCE (RMAF) OPEN DAY 2012 IN SUBANG

KUALA LUMPUR, MALAYSIA: Following closely from its star showing at DSA, the Eurofighter Typhoon Full Scale Replica (FSR) will once again draw crowds, this time at the Royal Malaysian Air Force (RMAF) Open Day at Subang Air Base on Sunday, June 3, 2012.

The Eurofighter Typhoon FSR is being exhibited for the first time at an RMAF Open Day, with members of the public being given the rare opportunity to experience the aircraft hands-on and understand why it is considered the most advanced multi-role combat aircraft (MRCA) on the market today. Visitors will be able to examine the aircraft up close, take pictures and from the cockpit, will be able to see what life is like from a Typhoon pilot’s perspective, gaining an understanding of his working environment.

“As well as showcasing the Typhoon’s cutting edge capability, we aim to inspire Malaysian youth about potential careers in high-technology industries such as aerospace, avionics, engineering, renewable energy. We want the young people to learn and understand the breadth of technology that is channelled into the delivery of such an advanced product. We want them to get excited about wanting to play a part in the process – be it in research and development, building the structure, or learning to fly it” explained Ian Malin, Director, Typhoon Malaysia.

Eurofighter Typhoon is the most capable, in service, multi-role fighter optimised for air defence. This year Royal Air Force Typhoon pilots will play a key role in providing airspace security for the London 2012 Olympics, their overall mission is to provide a safe and secure Olympic and Paralympic Games. However, this will be just an extension to Typhoon’s normal activities as they routinely police the UK skies 24-hours-a-day, every day of the year.

In late 2011, four UK RAF Typhoon aircraft from 6 Squadron flew from their base in Scotland to the Royal Malaysian Air Force airbase in Butterworth to take part in Exercise BERSAMA LIMA achieving unsurpassed levels of availability.

The Typhoon has already been ordered by six nations (Germany, Italy, Spain, the United Kingdom, Austria and the Kingdom of Saudi Arabia). With 559 aircraft under production contract, over 300 aircraft delivered and more than 135,000 flying hours achieved, Eurofighter Typhoon is Europe’s largest military collaborative programme and delivers leading-edge technology, strengthening Europe’s aerospace industry in the global competition.

South Korea Develops Vertical Launch for Submarine

After 2018 South Korea plans to build 3,000-ton heavy attack submarines equipped with vertical launching systems that allow a variety of weapons, including long-range cruise missiles, to be deployed. (image : DSME)


Vertical launching system for attack subs developed
Korea has developed a vertical launching system (VLS) to be installed on 3,000-ton heavy attack submarines to be deployed after 2018, according to a shipbuilding industry source, Monday.
Hyundai Heavy Industries and Daewoo Shipbuilding and Marine Engineering are subcontractors for the heavy attack submarines.
It is the first time that the development of a submarine VLS in Korea has been confirmed. The Agency for Defense Development (ADD) has already developed one used aboard the 7,600-ton KDX-III Aegis destroyer.
A VLS is a modern type of missile-firing system used aboard submarines and surface vessels of several navies around the world. When installed on an attack submarine, a VLS allows a greater number and variety of weapons to be deployed in comparison to using only torpedo tubes.
Following the development of the VLS for subs, top shipbuilders in Korea and the ADD are also on track to develop an indigenous horizontal tube to launch torpedoes, cruise missiles and mines, the source said.
“The development of a vertical launching system has already been completed, while the development of a horizontal launching system is still under way,” the source told The Korea Times, asking not to be identified. “Developing the horizontal launching tube requires more sophisticated technology than the VLS development.



Cheonryong long range cruise missile

”The VLS would be used in launching long-range cruise missiles at key targets in North Korea.

The ADD has developed the 500-kilometer-range, ship-launched Cheonryong, which is a modified variant of the surface-to-surface Hyunmoo III-A ballistic missile. The missile range could be extended up to 1,000 kilometers, according to military sources.

The Cheonryong missiles are believed to have already been modified to be installed on Type-214 subs.

South Korea has successfully developed the Hyunmoo III-C surface-to-surface ballistic missile with a maximum range of 1,500 kilometers, following the deployment of the 1,000-kilometer-range Hyunmoo III-B.

With the VLS development, Korea would have an advantage in selling its submarines overseas in the future, the source added.

Currently, the South operates nine 1,200-ton, Type-209 submarines and three 1,800-ton, Type-214 submarines. They are all diesel- and electric-powered and were all built with technical cooperation from HDW of Germany.

As Germany restricts the transfer of key submarine technology, such as launching tubes, Korea would have difficulty exporting any of those locally-built submarines.

The Navy plans to deploy at least three more Type-214 submarines in the years to come.

Beginning in 2018, Seoul plans to build 3,000-ton KSS-III submarines fitted with domestically-built submarine combat systems aimed at automating target detection, tracking, threat assessment and weapons control.

The heavy attack sub will be armed with indigenous ship-to-ground cruise missiles and be capable of underwater operations for up to 50 days with an upgraded Air Independent Propulsion (AIP) system.

Po Hang Retires To The Tropics

South Korea is donating one of its recently retired Po Hang class corvettes to the Philippines Navy. The Po Hangs are 1,200 ton warships that first entered service in 1984. Since then 24 have been built. Each is armed with four Harpoon anti-ship missiles, one 76mm cannon; two twin 40mm automatic cannon, six torpedo tubes and twelve depth charges. The crew of 95 also operates radar and sonar. Top speed is 59 kilometers an hour. Two Po Hangs have been retired so far, and one was sunk by a North Korean torpedo last year.

The Philippines is an island nation, with 7,100 islands to defend. Long crippled by corruption and bad government, the Philippines have never had much money to spend on the military (or anything else.) Wealthier nations have found it good diplomacy to donate military equipment to the Philippines. The Filipinos appreciate it; because donated military gear is something the thieving politicians have a hard time stealing.

Will Republic of China Join the South China Sea Fray?

In response to larger number of intrusions by the Vietnamese fisherman, the Republic of China is stepping up its military deployments in the South China Sea islands under their control.   However, the idea of a joint ROC-PRC initiative on the South China Sea is not on the table for now.

TAIPEI, Taiwan — Taiwan’s defence ministry said Wednesday that it has formed a special airborne unit capable of scrambling to the contested Spratly islands in just hours, as tensions in the West Philippine Sea (South China Sea) mounted.

The unit has been set up under a plan named “airborne fast response and maritime support” which was unveiled for the first time in a report by the ministry to parliament, officials said.

No details of the unit, such as its size, were released to the public, but local media said that if needed, it can arrive on Taiping Island, the biggest in the disputed waters, onboard C-130 transport planes within four hours.

Despite protests from other countries with claims in the area, Taiwan in 2006 built a 1,150-metre (3,795-foot) runway on the fortified island, which is about 860 miles (1,376 kilometres) away from Taiwan.

Also on Wednesday, Taiwan’s coastguards said its troops stationed on Taiping will be armed with mortars with a range of 6,100 metres (20,000 feet), nearly doubling the range of mortars currently in use.

The moves come as an increasing number of Vietnamese fishing boats have been reported by Taiwan authorities to intrude into the restricted waters of Taiping.

The number of intruding Vietnamese boats surged to 106 last year, up from 42 the previous year, according to the coastguards, which added 41 Vietnamese fishing vessels had intruded into the waters in the four months to April.

Tensions in the West Philippine Sea have risen recently, with China and the Philippines locked in a maritime dispute over Scarborough Shoal (Panatag Shoal), a reef off the Philippine coast.

The tensions began when Chinese maritime vessels blocked the Philippine navy from arresting the crews of eight fishing vessels which had entered the area.

Taiwan, Vietnam, Brunei, China, Malaysia, and the Philippines claim all or part of the potentially oil-rich Spratlys.

All claimants except Brunei have troops based on the archipelago of more than 100 islets, reefs and atolls, which have a total land mass of less than five square kilometres (two square miles).

Taipei, May 21 (CNA) It is impossible that Taiwan will cooperate with China on issues related to the disputed South China Sea region at present, an official told lawmakers Monday.

"We will not cooperate with China on such issues at present," National Security Bureau Director-General Tsai De-sheng said, when asked on the possibility of Taiwan-China collaboration to address disputes in the region, which is seeing growing tensions.

How Taiwan should respond to any flare-up in the South China Sea was the focus at the Legislature's Foreign and National Defense Committee meeting, during which Tsai fielded many questions from lawmakers across party lines.

Recent confrontations in the region include an ongoing standoff between China and the Philippines that erupted on April 10 over the Scarborough Shoal off the coast of the Philippines.

Asked by opposition Democratic Progressive Party Legislator Chen Ming-wen on whether Taiwan would help China in the event of conflict in the region, Tsai dismissed such a possibility.

"It is impossible at the moment," Tsai said, adding that Taiwan has advocated that disputes over islands in the South China Sea should be resolved peacefully.

Tsai added that countries such as Vietnam and the Philippines have also asked Taiwan not to cooperate with China on South China Sea issues.

Tsai also said the bureau is aware of the recent visit by Chinese Vice Foreign Minister Fu Ying to the South China Sea area.

Meanwhile, ruling Kuomintang Legislator Lin Yu-fang said there was a trend of more and more Vietnamese ships entering the restricted waters near Taiwan-controlled Taiping Island recently.

Citing it as a sign of Vietnam's growing aggression amid competing claims in the region, Lin urged the government to establish permanent infrastructure on Ban Than Reef, which is near Taiping, to further defend Taiwan's sovereignty.

In response, Tsai said he backed any measure to safeguard Taiwan's territory.

The bureau has also been closely monitoring situations near Taiping recently by taking more satellite images, he added.

Taiping Island is the largest of the Spratly Islands, which lie about 1,600 kilometers southwest of Kaohsiung, southern Taiwan.

Taiwan also controls Pratas Island, which is located 450 km off Taiwan's southwestern coastline.

The South China Sea region, thought to be rich in oil deposits and marine biodiversity, is claimed either entirely or in part by Brunei, China, Malaysia, Taiwan, Vietnam and the Philippines.

SANDAKAN: The armed forces will install better defence equipment at the northern sector of its Pasir Operation (Op Pasir) in Sabah soon.


The equipment, including a state-of-the-art radar and communications system, are needed to better safeguard the state's islands and coastal areas which are major tourist spots.
Armed forces chief Gen Tan Sri Zulkifeli Mohd Zin said he would also seek more funding from the government to provide better facilities for the soldiers at the operation's frontline.
"The equipment that we have now is adequate for our country's defence.
"However, it would be better to have the latest technologies," he said at Pulau Lankayan here yesterday.
Op Pasir is an operation initiated by the government in September 2000 to safeguard all islands and resorts off the east coast of Sabah, following two kidnappings by Abu Sayyaf militants at Pulau Sipadan and Pulau Pandanan.
Zulkifeli was on a two-day official visit to the armed forces' frontline camps there, which ended yesterday.
Zulkifeli believed that the money spent by the government to deploy military forces for Op Pasir was "worth it" as tourists were now flocking to the area as they felt it was safe.
Zaid said his visit to the camps there (the northern sector), which was being manned by soldiers from the Royal Malay Regiment's 10th Battalion, was also aimed at boosting his men's morale and to find out if they had any problems.

Navy Plan to Buy More Submarines

Kuala Lumpur: Aside from maintaining two Scorpene submarines, the Royal Malaysian Navy (RMN) plans to buy more submarines to boost the national's naval defence capability, said Navy chief Admiral Tan Sri Abdul Aziz Jaafar.

He said, however, the plan could not be implemented in the near term due to budget constraints while time was needed to train naval officers on the fundamental skills in submarine operations and gained the experience.

"The skills and experience are needed to ensure that the submarines can be operated safely and effectively," he told Bernama. The navy took delivery of two Scorpene submarines costing RM3.4 billion from France in 2009 and 2010.

Abdul Aziz said he was satisfied with the performance of both submarines after three years in operation to protect national waters from invasion and encroachment.
"I am proud to have received letters of commendation from distinguished guests, who have taken a dive on the submarines, including the Sultan of Terengganu Sultan Mizan Zainal Abidin, the Sultan of Selangor Sultan Sharafuddin Idris Shah and Penang Chief Minister Lim Guan Eng," said Abdul Aziz.
On the 78th Royal Malaysian Navy Day celebration tomorrow, he said the theme 'Innovative Personnel engender Transformation' manifested the navy vision to be a world-class entity through a culture of innovation.

Describing the challenges faced by the navy as "software and hardware", he said: "The first challenge is to retain skilled personnel in the service due to competition, and attractive and lucrative offers awaiting them in the corporate world.

"The second challenge is to maintain the level of preparedness of naval assets, especially involving aging assets as they are getting obsolete, and technological development."

On piracy threats especially in the Straits of Melaka, he said naval boats were intensifying patrols in identified hot spots besides conducting integrated operations jointly with maritime agencies from neighbouring countries.

KOTA KINABALU, (Bernama) -- The presence of 2,800 navy staff from the Royal Malaysian Navy (TLDM) will ensure the safety of the Sabah waters and coastline.
Second Region Navy Commander, Rear Admiral Datuk Pahlawan Mohammad Rosland Omar said based on the strength of the TLDM staff along the waters of Semporna, Sandakan and Tawau has increased the capability of the navy to defend the country from any serious threat.
"Sabah waters is a 'hot area' so we are carrying out operations 24 hours a day and seven days a week. Though we are faced with various predicaments while on duty, we are able to overcome any threats involving illegal immigrants," he said at the TLDM open day at KD Perak here Wednesday.

The contract to supply 18 Malaysian Air Force Su-30MKM worth about 910 million dollars was signed in 2003. Deliveries of fighters under the contract have been completed in the summer of 2009.

Su-30MKM (multi-purpose, commercial, Malaysian) is based on the Su-30MKI developed for the Indian Air Force. The second major subcontractor became a South African company "Avitroniks" which has received an order to produce Malaysian Air Force 18 system warning about the threat to the Su-30MKM. The contract is estimated at 20 million dollars.
The third major subcontractor was Indian corporation HAL, which has put completing a $ 30 million dollars for the Su-30MKM.

In 2011, the Malaysian Air Force flight crews began training on a simulator of the Su-30MKM. The simulator was designed by Malaysian firm HeiTech Padu Bhd in conjunction with the "Sukhoi" and includes two jobs for pilots and their computer system training. The Malaysian government has entered into an agreement with HeiTech to develop and produce a simulator for training pilots of the Su-30MKM in December 2006.

At the opening ceremony of the training center for pilots of Su-30MKM Malaysian Air Force in April this year, Defense Minister Ahmad Zahid Hamidi said that "Malaysia is the leader among Southeast Asian countries in terms of training pilots for aircraft such as the Su-30."

TALISAY CITY – The Armed Forces of the Philippines is getting two more ships from the United States and Europe, and also acquiring 10 refurbished UH-IH Huey helicopters this year, in a bid of the government to modernize its poorly equipped military.


President Benigno Aquino III announced Saturday that the Philippines is due to receive another ship from the United States- a Hamilton-class Coast Guard cutter, following the acquisition last year of a similar patrol ship, which is now the BRP Gregorio del Pilar.


We have another one from Europe, Aquino said, adding that Luzon, Visayas and Mindanao will now have one ship each.


BRP Gregorio del Pilar, formerly a Hamilton 378-foot High Endurance Cutter of the United States Coast Guard, beefed up the poorly-equipped Philippine Navy vessels, majority of which had been built during World War 2.


Built primarily as a patrol ship of the US Coast Guard in the 1970s for open ocean and long range operations, BRP Gregorio del Pilar is now the pride of the Philippine Navy.


The government spent P400 million to refurbish the former US Coast Guard ship.


Aquino said the government will soon have 10 more refurbished Huey helicopters, in addition to 24 Philippine Air Force helicopters, that used to be at least 100 , whom General Rodolfo Biazon was still the AFP vice chief of staff.


The PAF recently received four of the eight brand new Sokol combat utility helicopters ffrom Swidnik—which is touted as the "biggest helicopter manufacturer in Poland.”


Aquino said the refurbishing of Huey choppers is expected to be completed within eight months. “They will be utilized during evacuations, if there are floods and landslides”, he added.


Foreign Affairs spokesman Raul Hernandez had earlier said that the United States will double its military aid to the Philippines, which is engaged in a prolonged maritime standoff with China over a shoal off Zambales.


Hernandez said the “foreign-military financing” aid could be used to buy new equipment or maintain existing military resources.


The Philippines has been asking the United States to supply its armed forces with patrol boats and aircraft as well as radar systems amid an escalating territorial dispute with China.

Vietnam will Receive Three Su-30MK2 in Early May

Vietnam has sent expert team to Russia's Air Force to receive three multi-purpose fighter Su-30MK2.

Written in Militarynews.ru, source close to the Russian defense industry on 26/4, said Russia is preparing to transfer to Vietnam 3 more Su-30MK2 in half earlier May 2012.
According to sources, coalition aircraft production at the Komsomolsk-on-Amur, aircraft manufacturing subsidiary of the Sukhoi company has welcomed Air Force member delegation from Vietnam to the procedures for receiving the modern fighter.
"Within 2 - 3 weeks, both sides will sign the minutes of the transfer and reception in the second half of the beginning of the month 5/2012 of delivery of fighter aircraft orders" - Russian airlines industry sources told Militarynews.
According to this source, initially they (Sukhoi company) plans to provide Vietnam 4 aircraft, but one of which crashed in flight testing on 28/2.

Philippines Needs 48 Fighter Jets, 6 Mini Submarines

WASHINGTON – The Philippines needs up to four squadrons (48) of upgraded Lockheed Martin F-16 fighter jets, more well-armed frigates and corvette-size, fast to surface combatant vessels and minesweepers and four to six mini submarines, possibly obtained from Russia, to build a credible defense force in the face of China’s increasing belligerence in the South China Sea, the Center for a New American Security (CNAS) said.

This level of capability would far exceed current Philippine planning and finances and it would be in Washington’s interest to make it easier for Manila to acquire excess US fighters, frigates and other weapons system and encourage other countries such as Japan and South Korea to help modernize the Armed Forces of the Philippines (AFP), it said in an article “Defending the Philippines: Military modernization and the challenges ahead.”

The CNAS article on Thursday written by Richard Fisher said the AFP’s modernization program was estimated to cost about $1 billion over the course of President Aquino’s six-year term – an amount that pales in comparison to China’s 2012 official military budget of more than $100 billion.

A high-level Philippine delegation led by Foreign Secretary Albert del Rosario and Defense Secretary Voltaire Gazmin was in Washington this week for discussions on each other’s needs to ensure freedom of navigation in the South China Sea.

A Hamilton-class frigate, now the flagship of the Philippine Navy, was turned over by the US last year and a second one is forthcoming. A third frigate is being sought.

The article lauded Aquino’s determination to build up his country’s military forces and said he has spent more than $395 million on AFP modernization since coming into office, compared with $51 million annually in the previous 15 years.

It said he is seeking to purchase a small number of F-16s supported by six to 12 Surface Attack Aircraft (SAA)/Lead-In Fighter Training (LIFT) aircraft such as the subsonic Italian Aermacchi T-346 or the supersonic Korean Aerospace Industries (KAI) T/A-50, both of which could be modified to perform secondary combat missions.

A considerable investment in training, logistical support and basing will have to precede the aircrafts’ service entry, estimated to be in 2016, the article said.

In 2011, the Philippine Navy (PN) restored a program to acquire two multi-role vessels in the form of 5,000-to-10,000-ton Landing Platform Deck (LPD) ships capable of supporting Marine amphibious operations supplying outposts in theSpratly Islands or conducting disaster relief operations.

The PN is also looking for a land-based anti-ship cruise missile like a version of the US Boeing AMG-84 Harpoon which has a range of 120 kms and could also be used by frigates and F-16s, said Fisher, a senior fellow with the International Assessment and Strategy Center, in his article.

“Finally, the PN would like to acquire a submarine by 2020, which would become its most ambitious and expensive program to date,” the article said.

Given the economic and political stakes in ensuring that all East Asian countries maintain unimpeded access to the sea lanes near the Philippines, both those nations and the United States now share a real interest in the success of the AFP modernization.

The timing is also fortuitous, the article said, because “the United States now has a pragmatic partner in President Aquino who has proved his intention to invest in national defense and is willing to rise above nationalist resentments from the bases era.”

The Philippines booted the Americans from Clark Air Base and Subic Bay in 1992.

IKTIBAR DARI PERGOLAKAN TIMUR TENGAH

Negara-negara orang Islam tidak habis-habis bergolak. Sementara isu pendudukan haram dan kekejaman Zionis di Palestin sudah berpuluh-puluh tahun masih berkemelut tanpa kesudahan, satu demi satu negara-negara Islam yang lain terus dilanda pergolakan. Afghanistan, Iraq, Mesir, Lubnan,Tunisia, Libya dan kini Syria bakal lumpuh dilanda krisis perang saudara.

Bermula dari ketidakpuasan hati rakyat terhadap pemerintah disusuli dengan demonstrasi jalanan lantas meletus pemberontakan yang memaksa campurtangan kuasa tentera yang menyebabkan kematian dan kemusnahan yang besar. Benarkah ia terjadi secara fitrah atau semula jadi keinginan sebilangan rakyat yang menuntut keadilan ekonomi, politik dan seumpamanya yang tidak dilayan sewajarnya oleh pemerintah?. Atau mahu membenarkan kata-kata ramai penganalisis dunia bahawa pergolakan yang telah berlaku semuanya adalah strategi dan campur tangan kuasa asing yang sememangnya mahu melihat dunia Islam akan lumpuh dan tidak berdaya seperti buih-buih di laut. Satu demi satu negara-negara Islam dilanda kacau bilau dan apakah momentum pergolakan di negara-negara Timur Tengah akan menular ke Asia Tenggara tidak lama lagi? Jika ada krisis dalaman yang tidak berupaya dibendung oleh pemerintahan yang sedia ada, jawapannya tidak mustahil negara-negara Muslim Asia Tenggara menimpa nasib yang sama akan ‘dijarumi’ oleh kuasa-kuasa luar yang sentiasa mengintai ruang dan yang pastinya akan menjadikan rakyat tempatan sebagai tali barutnya.

Republik Arab Syria mula ditubuhkan pada 29 September 1961 yang mana Presiden pertamanya ialah Maamun al-Kuzbari dari Parti Bebas. Sehingga kini 8 orang Presiden telah bertukar ganti. Presiden Bashar Al-Assad merupakan Presiden ke 8 yang menduduki kerusi pemerintahan Syria sejak 17 Julai 2000 sehingga sekarang melalui Ba'ath Party/National Progressive Front.

Kebangkitan rakyat di Syria menentang kepimpinan Presiden Bashar al-Assad bermula pada 25 Mac 2011 apabila sekumpulan kanak-kanak telah ditahan oleh polis Syria kerana menulis perkataan ‘hurriyah’ yang bererti kemerdekaan di tembok di sebuah bandar di Syria. Kanak-kanak terbabit disiksa dan diberi layanan buruk semasa dalam proses penahanan sekaligus menerima bantahan dan kemarahan dari ibu-bapa kanak-kanak terlibat. Kesombongan pihak polis yang mengendalikan kes ini telah mencetus ketidakpuasan hati dan kemarahan penduduk setempat. Ekoran daripada itu, ribuan rakyat di kawasan tersebut telah berhimpun dan berarak sebagai tanda bantahan yang kemudiannya berkembang menjadi ratusan ribu dan jutaan rakyat yang mencetus kepada suatu pemberontakan berdarah.

Sebagai reaksi, rejim Basyar al Assad telah menggemblengkan kekuatan tenteranya untuk menamatkan krisis berdarah dengan membunuh rakyat Syria yang tidak bersenjata termasuklah wanita tua dan kanak-kanak. Justeru, ramai askar Syria telah berpaling tadah dengan menyokong kumpulan pemberontak untuk menggulingkan Bashar. Ini termasuk tindakan komander kanan tentera Syria, Jeneral Mostafa Ahmad al-Sheikh yang berpaling tadah sejak pemberontakan meletus dan menyertai Tentera Pembebasan Syria (FSA) yang diketuai oleh Kolonel Riad al-Asaad. Kira-kira 20,000 hingga 40,000 askar dilaporkan telah berpaling tadah dan bersedia untuk dikerah menentang tentera Bashar yang mempunyai kekuatan seramai 280,000 anggota dan 342,500 tentera simpanan. Keadaan ini mungkin boleh mencetuskan perang saudara di bumi Syria yang boleh memberi impak kepada negara-negara jirannya.

Terkini Ketua FSA Kolonel Riad al-Asaad mengumumkan pembentukan sebuah Majlis Tertinggi Tentera, yang menggabungkan semua ketua-ketua pemberontak yang dipengerusikan oleh Jeneral Mustafa al-Sheikh dalam usaha terbaru untuk menjamin perpaduan tentera dan angkatan bersenjata pergerakan pemberontak.

Kebangkitan rakyat berdemonstrasi menentang kepimpinan Presiden Bashar al-Assad sudah menjangkau lebih setahun telah pun mengorbankan sebanyak hampir 10 ribu nyawa dan sehingga hari ini masih belum kelihatan rangka penyelesaian yang mampu mententeramkan kekejaman yang dilakukan oleh rejim Al-Assad ke atas umat Islam di Syria. Sepanjang tempoh itu, kepimpinan Bashar semakin terhimpit antara tekanan antarabangsa dan dari dalam negaranya sendiri.

Keganasan rejim Basyar Al-Assad terhadap rakyatnya sendiri ini telah melahirkan pelbagai reaksi dari dalam dan luar Syria. Selain dari kegigihan rakyat Syria yang terus menerus mengadakan demonstrasi meskipun nyawa mereka terancam, telah lahir sebuah kumpulan penentang bersenjata seperti Tentera Pembebasan Syria (Free Syrian Army) yang telah diwujudkan secara rasmi melalui suatu deklarasi pada bulan Julai 2011. Selain dari kumpulan bersenjata, dua parti pembangkang juga telah ditubuhkan iaitu Majlis Kebangsaan Syria (Syrian National Council) dan Jawatankuasa Penyelaras Kebangsaan (National Coordination Committee).

Hakikatnya krisis di Syria ini bukan lah krisis dalaman yang hanya melibatkan rejim al-Assad dan rakyat Syria sahaja. Malah krisis ini sebenarnya merupakan sebuah medan pergelutan antara kuasa-kuasa besar dunia. Penglibatan Amerika, Britain, Eropah, Rusia, China dan pelbagai negara lain dalam kancah konflik ini telah menambahburukkan lagi suasana di Syria. Jika Bashar tidak mahu menerima nasib yang sama seperti Gaddafi, beliau harus mencari penyelesaian terbaik dengan mengadakan rundingan dengan pihak pembangkang meski pun tiada keputusan positif dicapai setakat ini. Setidak-tidaknya, bagi menyelamatkan lebih ramai nyawa tidak bersalah, Bashar wajar mengambil langkah rakan sejawatnya di Yemen, Presiden Ali Abdullah Saleh yang melepaskan jawatan serta mengadakan pilihan raya Presiden supaya rakyat dapat memilih sendiri pemimpin mereka.

Perang saudara mungkin sukar untuk dielakkan dengan kedegilan Bashar dan bilangan mereka yang menyertai kumpulan pemberontak yang semakin bertambah. Tiada jaminan tuntutan rakyat Syria dapat dipenuhi dengan sepenuhnya meski pun Bashar digulingkan dan tiada jaminan keamanan dapat diselesaikan dalam masa yang singkat kerana kumpulan pemberontak di Syria tidak menerima sokongan luar dan terpaksa berdepan dengan kekuatan tentera kerajaan bilangannya berkali ganda di mana Bashar mampu mengerahkan semua kekuatan tenteranya termasuk kereta kebal, pesawat dan kapal perang untuk menghapuskan kumpulan pemberontak, sekali gus meletakkan nyawa penduduk awam menjadi mangsa perang.

Umat Islam di seluruh dunia semestinya tidak mahu melihat bumi Alawiyyin yakni kaum atau sekelompok orang yang memiliki pertalian darah dengan Nabi Muhammad (SAW) yang tersimpan dengan pelbagai sejarah perutusan para Nabi dan Rasul ini terus bergolak dan berharap konflik di Syria dapat ditamatkan secepat mungkin bagi mengelakkan lebih ramai yang menjadi korban.

Campur Tangan Amerika

Penganalisis melihat Amerika Syarikat (AS) adalah pemain utama dalam krisis ini yang mana merestui pemerintahan Bashar bertapak di Syria. Namun begitu perencanaan AS kebelakangan ini tidak mahu lagi melihat Bashar berterusan sebagai Presiden dan sedang berusaha untuk mencari penggantinya. Ini adalah kerana Bashar kelihatan tidak lagi berupaya untuk menstabilkan kuasanya sekali gus telah gagal untuk memenuhi dan menjaga kepentingan AS di rantau tersebut.

Dalam keghairahan AS untuk ‘menurunkan’ Bashar dari tahtanya, masih ada perkiraan lain yang dihitung oleh AS iaitu kebimbangan AS terhadap calun pengganti yang boleh memberi kesetiaan kepada AS. Dibimbangi jika sekiranya AS mengarahkan Bashar meletakkan jawatannya sebelum ada pengganti yang benar-benar boleh memberi kerjasama kepada AS, kemungkinan jawatan Presiden akan diisi oleh pihak lain yang lebih ikhlas atau kemungkinan juga ejen kepada Eropah terutamanya United Kindom.

Justeru, AS terpaksa memberikan Bashar peluang dengan apa-apa cara sekalipun untuk terus kekal di kerusi pemerintahan, sementara AS pada masa yang sama mencari penggantinya yang sesuai.

Dalam masa yang sama AS berusaha untuk melantik pengganti Bashar melalui dua saluran iaitu melalui Majlis Kebangsaan Syria yang diawasi oleh Turki dan saluran kedua melaui Jawatankuasa Penyelaras Kebangsaan yang diserahkan kepada Iran. Namun begitu kedua-dua badan ini belum mencapai kesepakatan yang boleh menggabungkan kedua-duanya melaui sebuah perjanjian kerjasama dengan harapan perjanjian kerjasama tersebut dapat memberikan mereka momentum yang cukup dan seterusnya memberikan mereka sokongan yang kuat dari rakyat Syria dan juga negara- negara arab lainnya.

Nabil Al-Arabi, Setiausaha Liga Arab telah pun berjaya menjalankan tugasnya dalam proses menandatangani perjanjian di antara mereka pada 30.12. 2011 yang sebenarnya telah ditandatangani terlebih dahulu oleh Burhan Khaluon bagi pihak Majlis Kebangsaan dan Haytham Manna bagi pihak Jawatankuasa Penyelaras.

Walau bagaimanapun respon yang diberikan oleh rakyat Syria dalam usaha ini ialah dengan meningkatkan darjah pemberontakan di jalanan secara berterusan yang menyebabkan Al-Arabi dan Khaluon berputus asa. Petunjuk ini telah memberi gambaran bahawa keterlibatan kedua-dua entiti yang sedang di ‘uji’ oleh AS dalam rangka mencari pengganti al-Assad dalam pemerintahan Syria dengan kaedah yang paling wajar tidak boleh diterima oleh rakyat Syria samada secara sendiri atau bersama dengan yang lain.

Dalam kes menolak atau membatalkan sesuatu keputusan (veto) oleh pihak Rusia di dalam Majlis Keselamatan PBB, ia telah dibuat selepas pertemuan di antara Clinton dan Menteri Luar Rusia. Pihak media beberapa jam sebelum pertemuan tersebut, telah pun mengulas tentang kedudukan Rusia yang semakin berlembut sehingga beberapa orang wakil di PBB menyuarakan sikap optimis bahawa Moscow tidak akan menggangu draf resolusi.

Namun begitu sebaik sahaja selesai pertemuan antara Clinton dan Menteri Rusia tersebut yang berlangsung di Munich pada hari Sabtu 04 Feb 2012 dan sejurus sebelum undian oleh Majlis Keselamatan pada hari yang sama, nada Rusia ternyata telah berubah. Apa yang telah berlaku semasa pertemuan tersebut, Clinton seolah-olah telah memprovokasi atau melakukan sesuatu sehingga Menteri Luar Rusia tidak mengubah posisinya untuk memveto resolusi tersebut seolah-olah AS mahu Rusia berbuat begitu.

Oleh yang demikian, kesimpulan telah dibuat jika AS berjaya mendapatkan pengganti, Bashar akan diarahkan untuk berundur dan Bashar dijangka tidak akan sanggup mengatakan tidak kerana AS lah yang mencorak Bashar dan orang-orangnya ke tampuk kekuasaan yang mana selama ini Bashar hanya didokong oleh AS bukannya oleh rakyat. Oleh itu jika sekiranya AS mengarahkan mereka untuk berundur secara serius, mereka tidak boleh menolak.

Sehingga masa tersebut tiba, AS memberikan lampu hijau kepada Bashar untuk terus melakukan pembunuhan dan kekejaman. Nampaknya alternatif untuk Bashar sudah semakin dipersiapkan. Pergerakan Majlis Kebangsaan telah menjadi semakin dinamik dan jika AS berjaya mempengaruhi Majlis Kebangsaan ini maka kemungkinan besar AS akan melepaskan sokongannya terhadap Jawatankuasa Penyelaras Kebangsaan , menciptakan dua pihak dalam pemerintahan Syria, majlis Kebangsaan sebagai pihak pemerintah dan Badan Penyelaras kebangsaan sebagai pihak pembangkang.

Pengaruh Eropah

Pengaruh dan kekuatan Eropah khususnya Britain dan Perancis di Syria sentiasa dibendung sepanjang pemerintahan Bashar al-Assad. Oleh itu peluang Eropah untuk mengganggu perancangan AS di Syria adalah tipis walaupun tidak diragui bahawa mereka telah mampu untuk sedikit sebanyak menggoncang perancangan AS. Secara zahirnya kelihatan AS seolah-olah sehaluan dengan Eropah dalam kata-kata namun amat jelas sekali AS tidak konsisten dalam mengimplementasikan ‘kesepakatan’ kata-kata ini. Eropah juga sedang berusaha untuk mempercepatkan penyelesaian krisis kerana mereka sedar bahawa AS sedang sibuk menyediakan pengganti Bashar. Eropah cuba menimbulkan keraguan di dalam hal ini.

AS dan ejennya merancang dan menggerakkan kakitangan mereka agar melewat-lewatkan pengunduran Bashar bagi membolehkan mereka mempersiapkan pengganti untuknya. Eropah dan ejen mereka pula berusaha memanaskan keadaan dan mencari penyelesaian yang dapat mengekalkan pengaruh mereka di Syria dengan pelbagai cara. Antara usaha yang telah dilakukan oleh Eropah adalah seperti penarikan balik para pemerhati mereka dari Negara Teluk, atau melalui cadangan dari Menteri Luar Tunisia, Rafiq Abdul Salam pada 12 Feb 2012, untuk mengadakan persidangan antarabangsa di Tunisia bertemakan ‘sahabat-sahabat Syria’ pada 24 Feb 2012. Cadangan ini amat dialu-alukan oleh Arab dan Qatar. Peranan Eropah di sebalik cadangan ini dapat dilihat dengan jelas melalui petikan oleh Associated Press di mana Michael Mann, juru cakap Menteri Luar Kesatuan Eropah mengatakan bahawa Kesatuan Eropah bercadang untuk memainkan peranan aktif di dalam organisasi Sahabat-sahabat Syria.

Kesemua usaha ini hakikatnya telah diawali oleh pertemuan Majlis Kerjasama Teluk (Gulf Cooperation Council) yang mengeluarkan amaran keras melalui Saud al-Faisal. Ini disusuli pula dengan pertemuan Menteri-menteri Liga Arab yang banyak dipengaruhi oleh Majlis Kerjasama Teluk. Apa yang nyata, salah satu dari resolusi yang dikeluarkan adalah untuk meminta Majlis Keselamatan PBB agar menghantar pasukan pengaman, yang telah diluluskan dengan segera oleh Kesatuan Eropah walaupun ia hanyalah satu undangan yang dipanjangkan oleh Majlis Keselamatan. Walau bagaimanapun, tindakan ini gagal akibat tindakan veto. Semua ini menunjukkan bahawa kelantangan suara Eropah dalam Liga Arab sudah mula terpancar berbanding sebelum ini yang tidak seberapa khususnya di dalam situasi di mana Eropah dianggap tidak mempunyai kaedah pelaksanaan yang berkesan.

Mengenai veto yang dilakukan oleh Rusia dan China, walaupun mereka menunjukkan penentangan terhadap inisiatif PBB, pengaruh mereka dan pengaruh politik mereka di Syria adalah terlalu lemah untuk memberikan kesan yang besar ke atas suasana politik di Syria, meskipun mereka mempunyai kepentingan ekonomi dan ketenteraan dengan Syria. Atas tindakan mereka memveto resolusi tersebut, khususnya bagi Rusia, adalah kerana kekuatiran berulangnya campurtangan ketenteraan oleh NATO dalam menyelesaikan masalah dalam negara tersebut. Rusia masih lagi terkesan akibat penglibatan NATO di Kosovo. Rusia berharap NATO tidak akan campurtangan di rantau berkenaan walaupun NATO telah pun melakukan campurtangan di Libya. Tambahan pula terdapat beberapa kawasan di Rusia dan China yang agak ‘panas’ dan tidak stabil seperti di Kaukasus dan Republik Asia Tengah seperti Turkistan Timur dan Tibet di China. Di dalam keadaan ‘panas’ ini, kebangkitan sebagaimana yang berlaku di Timur Tengah boleh berlaku di kawasan-kawasan tersebut. Oleh itu campurtangan NATO dalam hal ini sememangnya membimbangkan kedua-dua negara tersebut.

Perencanaan Barat Di Asia Tenggara

Perencanaan Barat sudah pun bermula melalui Rancangan Politik mereka di Asia Tenggara termasuk teknik-teknik mereka dengan menjadikan Indonesia yang mempunyai jumlah penduduk Muslim yang terbesar sebagai sasaran utama dalam strategi ini di samping mereka menganggap Indonesia sebagai sebuah negara Muslim yang kurangnya amalan demokrasi.

Perhatian diberikan oleh mereka terhadap keamanan warganegara dan sempadan wilayah, pada masa yang sama telah menyuntik pemahaman bahawa melenyapkan ancaman terorisme (ideologi Islam dipandang juga sebagai inspirasi teroris terhadap kewujudan ‘mereka’) di mana bukan sekadar membawa persoalan tersebut ke muka pengadilan dan menghapuskan keupayaan operasi para teroris, tetapi juga harus menyelesaikan akar penyebab berlakunya terorisme. Barat berpendapat kemenangan hanya boleh dicapai apabila ideologi Islam itu di mana mereka menyebut sebagai ideologi para ekstrimis dapat dibuang dari pandangan majoriti penduduk tempat mereka tinggal dan kelompok-kelompok yang menyokong mereka secara senyap.

Justeru, strategi politik barat untuk menguasai Indonesia adalah dengan strategi menghidupkan budaya moderat (sederhana) yang kuat di negeri ini. Dengan cara inilah diharapkan akan muncul pertentangan terhadap ideologi Islam dan menguatkan dukungan terhadap pelbagai dasar barat yang ditunggang oleh jagoan-jagoan demokrasi, pejuang Hak Asasi Manusia dan Kesamaan Gender.

Bagi merealisasikan perencanaan, rakan-rakan strategik diperlukan untuk mengembangkan fahaman atau mendukung pengembangan ideologi Kapitalisme/Sekularisme/Liberalisme. Mereka-mereka ini adalah intelektual dan ahli akademik muslim liberal dan sekular, ulama muda yang moderat dalam keagamaan, aktivis-aktivis masyarakat, kumpulan-kumpulan wanita yang terlibat dalam kempen kesamaan gender dan penulis dan wartawan moderat.

Di Malaysia walau pun tidak disebut secara spesifik namun gerakan pentarbiahan melalui kaedah yang sama juga ‘kelihatan’. Gerakan-gerakan agresif berupa demonstrasi jalanan dan seumpamanya, kalimah-kalimah sokongan dari individu-individu berpengaruh kepada dasar-dasar luar yang selama ini tidak selari dengan kerajaan Malaysia merupakan manifestasi wujudnya golongan yang sedang dicengkam oleh tangan-tangan ghaib yang menggunakan platform NGO dan Parti Siasah dengan menuntut sesuatu perkara di luar tabii peradaban negara bangsa. Gerak saraf ini telah berjaya meyakinkan minoriti rakyat yang termakan hasutan broker-broker yang berkepentingan dan mahu melihat negara ini porak-peranda sedangkan majoriti rakyat lain tidak merestuinya sekali gus suatu tindakan yang mencabar perundangan negara.

Dalam konteks perolehan aset pertahanan negara, ada saja isu yang dimanipulasikan oleh ejen-ejen dalam negara yang ‘seolah-olah’ mewakili negara-negara serantau yang bimbang terhadap pembangunan pertahanan negara ini ke tahap mampan. Usaha-usaha kearah menggagalkan perolehan dengan cara memanipulasikan kos pembelian, kualiti malah tahap kesiagaan aset-aset pertahanan yang sudah dibeli bagi menampakan ketidaktelusan pihak kerajaan mengurus wang negara.

Jika gerak saraf ini tidak dibendung ianya bukan sahaja menjejaskan perolehan yang sepatutnya diperolehi oleh ATM malah juga akan menjejaskan kepercayaan rakyat terhadap kerajaan di dalam menguruskan hal ehwal pertahanan yang secara tidak langsung akan menjejaskan semangat perjuangan warga ATM. Memburukkan lagi keadaan, dengan ketiadaan aset-aset canggih yang berstrategik sebagai cegah rintang, akan lebih banyak provokasi-provokasi akan ‘dimainkan’ oleh jiran-jiran serantau terutamanya dalam wilayah tuntutan bertindih dan juga wilayah-wilayah persempadanan.

Sesungguhnya keharmonian, kedamaian dan perpaduan yang dinikmati pada hari ini adalah warisan perjuangan generasi terdahulu yang bermandi darah dan keringat demi memartabatkan maruah bangsa dan negara di mata dunia. Justeru, generasi hari ini perlu semak pada sejarah sebelum begitu mudah mempercayai dan termakan hasutan yang sengaja dicetuskan oleh individu atau kumpulan yang mencari keuntungan peribadi melalui ideologi yang mengelirukan.

Kebangkitan rakyat Mesir, Syria dan lain-lain negara jika pun berjaya menjatuhkan kerajaan mereka melalui demonstrasi jalanan namun ianya tidak boleh dijadikan contoh untuk menjatuhkan pemerintahan negara ini dengan kaedah yang sama kerana keupayaan kerajaan menjaga kebajikan rakyat negara secara saksama walaupun dalam populasi rakyat yang berbilang kaum dan etnik. Tidak ada sebab yang boleh dijadikan alasan konkrit untuk rakyat negeri ini mengikut jejak langkah rakyat negara lain yang dikatakan tertindas yang menjadi salah satu punca penyebab kebangkitan rakyat menjatuhkan kerajaan mereka. Kalau cara itulah yang rakyat Malaysia mahu bagi menjatuhkan kerajaan yang sedia ada, maka bersedialah untuk negara ini menuju kehancuran. Lupakan keamanan, kedamaian dan keharmonian yang dikecapi selama ini kerana pada masa itu seperti kata perpatah, ‘Yang kalah jadi abu, yang menang akan jadi arang’. PERAJURIT
